 Gary L. Marsh is a passionate senior HR leader with over 20 years of experience in the human capital and talent arena. He currently serves as the Chief People Officer for the Office of Commissioner Rodney Ellis (Harris County Precinct One), where he leads people strategy across the organization, including workforce planning, talent and culture, organizational development, performance management, leadership development, and employee experience. Gary focuses on aligning people, processes, and culture to strengthen organizational effectiveness and ensure employees feel supported, valued, and equipped to thrive.

Prior to joining Precinct One, Gary served as the Vice President for Learning & Talent Management at Harris Health System, the safety-net healthcare system for Harris County and the third-largest publicly funded healthcare system in the nation. In that role, he oversaw leadership development, learning governance, organizational development, talent management, and employee experience, helping to drive engagement, performance, and retention through thoughtful, relevant, and impactful development initiatives.

Gary is a graduate of Howard University, Tulane University School of Law, and the University of Texas at Dallas. He is an active member of SHRM, IPMA-HR, and ASHHRA, and is recognized as a thought leader in the areas of HR Strategy, Talent & Leadership Development, Performance Management, Employee Engagement, and Organizational Development.

He is married to Dr. Michon Benson-Marsh, and they have four children.
