Betin Bilir Santos, M.P.A., is the VP for Sustainability and Energy Efficiency at the Tagos Group. She serves as chief energy planning manager providing energy surveys and audits, facilities benchmarking and energy master planning. She also leads sustainability efforts for Tagos developing sustainability plans, providing expertise in emissions analysis and developing solutions for clients based on their unique footprint.
For the last two years, Betin has served as the Executive Director of the Clean Air through Energy Efficiency Conference hosted by the Energy Systems Laboratory at the Texas A&M University System. Betin recently lead the South Central Regional Center for ICLEI at the City of Houston, where she helped develop municipal climate action plans utilizing strategies focused on energy efficiency, renewable energy, and clean energy fleets. She helped develop a comprehensive climate action plan for the City of Houston and has written grants to secure over $10M for various organizations.
Prior to ICLEI, Betin served as a manager for Houston Clean Air for Life Campaign for the Environmental Defense Fund. She lobbied for various air quality initiatives, including reducing pollution from school buses, and spearheaded the statewide process that garnered $7.5M for the new Texas Clean School Bus program. Betin worked with a mix of stakeholders, including grassroots organizations, private industry, and state and federal regulatory agencies on local diesel emissions, air toxics and the State Implementation Plan. Betin is a published author in the area of environmental issues. She has a Masters of Public Administration, Environmental Policy, from Texas A&M University.
